POSITION OVERVIEW
The Executive Director serves as the Chief Executive Officer of the Home Builders Association of Tri-Cities (HBA). Reporting directly to the HBA Board of Directors, this senior leadership role is responsible for carrying out the mission and financial objectives of the Board, including the overall operation and administration of the organization's day-to-day activities.
The Executive Director is both a strategic leader and hands-on administrator — someone who can champion the interests of the homebuilding industry, cultivate relationships with government and community stakeholders, and manage the internal operations, programs, and events that define the HBA's value to its members. RESPONSIBILITIES
Leadership & Governance
• Provide leadership in developing program, organizational, and financial plans in partnership with the Board of Directors and staff; execute plans and policies as authorized by the Board.
• Maintain official records and documents, and ensure compliance with federal, state, and local regulations.
• Stay current on significant developments and trends in housing development and homebuilding.
• Oversee day-to-day operations, including staff responsibilities, facilities, equipment, and maintenance.
Communications & Member Relations
• Keep the Board fully informed on the condition of the organization and all important factors influencing it.
• Prepare accurate minutes for all Board of Directors meetings.
• Publicize HBA activities, programs, and events; oversee timely publication of the monthly HBA Blueprint newsletter.
• Ensure accurate and timely reporting of membership information to the National Association of Home Builders (NAHB) and Building Industry Association of Washington (BIAW).
• Maintain accurate records of building permit activities in the Tri-Cities and Walla Walla areas and distribute to members in a timely manner.
• Ensure the HBA website remains current and informative.
• Establish and maintain sound working relationships with community leaders and organizations.
• Represent the HBA's programs and perspectives to Cities, Counties, organizations, and the general public.
Staff Management
• Oversee the recruitment, employment, and release of all HBA personnel.
• Ensure sound human resource practices are in place.
• Foster a workplace climate that attracts, retains, and motivates top-quality staff.
Budget & Financial Management
• Develop and maintain sound financial practices; present accurate financial statements to the Board at each regular meeting with a full understanding of those statements.
• Work with the Executive Committee and Board to prepare annual budgets; ensure the HBA operates within approved budget guidelines.
• Ensure timely and accurate payment of expenses and deposit of all revenue into appropriate HBA accounts.
• Ensure adequate funds are available to permit the HBA to carry out its mission.
• Execute legal documents in coordination with designated HBA officers.
• Ensure adequate insurance coverage for buildings, equipment, Directors & Officers, and all HBA-sponsored events and activities.
Programs & Events
• Actively promote the ROII, Health Insurance, education, and other HBA programs to current and prospective members.
• Plan and conduct HBA events — including the Regional Home & Garden Show, Parade of HomesTM, Chef’s on Parade™, Don Pratt Memorial Golf Tournament, General Membership Luncheons and Coffee with a Jurisdiction in a manner that maximizes benefit to the HBA and its members.
Political Activities & Government Affairs
• Promote and publicize the policies, candidates, and issues supported by the HBA Board of Directors and the Tri-Cities Housing Council Trustees.
• Represent the interests of the homebuilding industry on applicable issues with local government, boards, and commissions.
• Coordinate with BIAW and NAHB to represent HBA on state and national issues when necessary.
QUALIFICATIONS
Required
• Demonstrated leadership experience in a nonprofit, trade association, chamber of commerce, or related organization.
• Strong financial management skills, including budget development and financial reporting.
• Excellent written and verbal communication skills, including public speaking and media engagement.
• Proven ability to build and maintain relationships with government officials, community leaders, and diverse stakeholders.
• Experience managing staff and fostering a positive organizational culture.
• Proficiency with standard business software and digital communications platforms.
Preferred
• Knowledge of the homebuilding, construction, or real estate industry.
• Experience with event planning and management (trade shows, consumer expos, awards programs).
• Familiarity with Washington State political and legislative processes.
• Experience with membership organizations and member services.
• Bachelor's degree in business administration, public administration, communications, or a related field; or equivalent professional experience.
