Job Summary
Reporting to the Executive Director, the Director of Certification and Credentialing Services is responsible for developing, planning, and implementing programs related to certification and credentialing, as well as recertification and renewal, for the various certifications within the Commission on Rehabilitation Counselor Certification (CRCC).The position is responsible for overall compliance to accreditation standards and best practices in certification and credentialing, and maintaining fair, valid, reliable, and legally defensible certification programs that advance the professional identity of certified rehabilitation counselors (CRCs).The position enforces policies relevant to certification; helps certificants continue to meet the required certification standards; and offers multiple status options to meet the needs of the growing population of CRCs. The position is responsible for the development, implementation, and administration of the organization’s credentials, which includes development and application of credentialing and recredentialing policies, standards, and procedures. In addition, the position directs and leads the team responsible for these programs.
Role and responsibilities:
Exam Development:
Assembles test forms to meet test specifications and reports feedback to the test vendor, Pearson Vue.
Publishes tests, meeting quality standards.
Uses item and test statistics, along with the concepts of reliability and validity, and works with psychometrician(s) to analyze the performance of items and tests.
In collaboration with the test vendor and Subject Matter Experts (SMEs), conducts editing of test items, ensuring that content fits and fulfills approved test specifications, and that form and structure is consistent with psychometric standards and CRCC standards.
Conducts Job Task Analysis (JTA) and standard setting workshops; prepares and finalizes study reports with psychometric consultant.
Exam Delivery:
Provides oversight to the exam delivery process.
Investigates, analyzes, synthesizes, and ensures that issues, including those reported by the test vendor or other stakeholders, are appropriately resolved by staff and fully documented in stakeholder records.
Manages committees to ensure that deliverables are met.
Trains and manages SMEs; facilitates meetings; monitors progress; prepares meeting agendas and reports as needed.
Coordinates the identification, approval, and listing of reference/resource materials.
Communication and Reporting:
Leads strategic planning activities for the department in conjunction with the Executive Director.
Provides reports for leadership, Board of Directors, and others as requested and authorized.
Reviews and maintains accurate records for all certification and credentialing appeals. Responsible for providing recommendations to the Executive Director for appeal decision matters and communicating decisions to appellants.
Ensures accuracy and timely distribution of reports of CRC national exam to accrediting organizations, state counseling boards, and state regulatory bodies as needed.
Prepares written materials as needed in support of CRCC marketing and other related functions.
Delivers informational presentations to groups of stakeholders.
Provides guidance to stakeholders on the use of CRCC certification programs.
Engages in active monitoring of the certification community to ensure CRCC maintains best practices by attending meetings, participating in events, and making recommendations to the Executive Director for program enhancements.
Management and Operations:
Evaluates the performance of staff; gives timely feedback; provides learning and development opportunities; responsible for all HR actions related to the team.
Acts as resource for certification staff on all departmental matters.
Directs and oversees process and workflow for CRCC certifications, recertifications and renewals, and university engagement operations. Identifies issues of concern; determines authority to resolve; and brings recommendations to the Executive Director as needed.
Reviews and updates current departmental policy and procedures on an ongoing basis. Identifies needs for change, develops recommended modifications, and works with the Executive Director to attain approval.
Ensures the Executive Director is kept informed of operations within the exam programs and any concerns that need to be directed to the board, committees, or other staff departments.
Collaborates with the Marketing Department to ensure clarity for all communications and online information for our stakeholders.
Collaborates with the Education Department to ensure university programs and students have applicable resources.
Job Knowledge, Skills, and Abilities
Applicants should have a minimum of 7 years of work experience in certification test development or equivalent combination of education and experience and at least 3 years of management experience. Other requirements for the job include:
Master’s degree in Higher Education and/or or related field is highly desirable.
Applicant’s attainment of a professional certification or credential is a plus.
Strong organizational skills to work effectively in a team setting and independently on concurrent processes and projects to meet established goals, deadlines, and quality standards. Excellent attention to detail.
Excellent ability to write, analyze, and edit test questions and other materials for clarity, cognitive level, and appropriateness of content.
Thorough understanding of standard testing industry principles and statistical concepts to test item development and maintenance.
Strong ability to utilize relevant information in style guides and resource materials.
Excellent oral and written communication skills, including ability to write collateral program materials for print and web, and the ability to make effective presentations to stakeholder groups.
Strong interpersonal skills to work effectively with staff, volunteers, and stakeholders to accomplish CRCC goals and objectives.
Solid computer software skills, including database, internet, Microsoft Office platforms, item authoring and item banking applications (e.g., NetForum, Intellivue, Exam Developer/Publisher).
Ability to travel occasionally, (e.g., Institute for Credentialing Excellence Annual Conference).
Knowledge of accreditation standards (NCCA) is a plus.
