The National Association of Chronic Disease Directors (NACDD) is seeking a full-time staff person to serve on the Diabetes Technical Assistance and Support team (TA and Support Team) as a Program Evaluator. NACDD is a Member-based not-for-profit association that improves the health of the public by strengthening state-based leadership and expertise for chronic disease prevention and management. In collaboration with the Centers for Disease Control and Prevention (CDC), the TA and Support Team serves all 50 State Health Departments, the District of Columbia, and national, state, and local partners to scale and sustain the National Diabetes Prevention Program (National DPP) lifestyle change program, diabetes self-management education and support (DSMES) services and other diabetes prevention and management public health activities.
The Diabetes Program Evaluator is responsible for designing, implementing, and maintaining a framework and process for monitoring and evaluating multiple Technical Assistance (TA) and Support Team projects within the broad diabetes portfolio. This includes developing evaluation plans, analyzing evaluation data, preparing, and disseminating evaluation reports, providing recommendations to ensure that program goals and objectives are met, and elevating key findings and practicing promises for publication. The purpose of this role is to review, evaluate, and improve interventions and activities as needed and to ensure the TA and Support Team is effectively addressing the objectives and focus areas of the programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The essential functions include, but are not limited to the following:
Evaluate activities of Technical Assistance (TA) and Support Team, including developing project logic models and evaluation plans, and implementing evaluation plans.
Contribute to quality improvement activities by working closely with the TA and Support Team.
Prepare and disseminate evaluation results for program improvement purposes.
Work closely with the diabetes communications team to ensure key findings from evaluation activities are broadly disseminated through publications (articles, case studies, success stories, impact reports, etc.)
Provide evaluation support and expertise to the TA and Support Team and other stakeholders.
Review and revise data collection and evaluation tools, program-related documents, data files, published information and reports.
Prepare abstracts and manuscripts for submission to peer-reviewed journals and conferences.
Develop and review surveys, forms, and other data collection activities to ensure content and format is appropriate to promote clarity and responsiveness.
Prepare evaluation tools and implement in coordination with TA and Support Team, as needed.
Prepare reports (written reports, oral presentations, etc.) including but not limited to:
Association materials and publications (NACDD Annual Report, e-bulletin, etc.)
Program progress reports to CDC or other program funders and stakeholders
Reporting to CDC on performance measures
Assist with grant application writing and other proposals for funding.
Performs other duties as assigned.
Remote – Must be located in Arizona, California, Florida, Georgia, Illinois, Maryland, Michigan, North Carolina, Ohio, Rhode Island, Texas, Virginia or Washington

MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES)
Master’s degree in Public Health or related field with a minimum of seven years of experience in the public health field designing and leading evaluation efforts is required.
Experience coordinating evaluation efforts across multiple federal funded projects is required.
Experience with the National Diabetes Prevention Program (National DPP) and Diabetes Self-management Education and Support (DSMES) services is strongly preferred.
Prior work experience in a state, county or local health department strongly preferred.
Demonstrated knowledge using quantitative and qualitative research techniques, familiarity with public health; experience with analysis software such as SAS, SPSS, NVIVO, Qualtrics, and TABLEAU.
Demonstrated experience in applied evaluation.
Demonstrated experience developing evaluation plans and logic models.
Effective communication, interpersonal, and organizational skills; attention to detail is required.
Experience with using and translating data to communicate program successes and tell the stories of states/partners.
Ability to effectively present information and respond to questions from senior management, staff, consultants, and Board of Directors.
Strong project management, prioritization, and planning skills, with demonstrated success producing high-quality deliverables on time and within budget.
Experience with Microsoft Windows applications (MOS, database software).
Familiarity with the CDC Framework for Program Evaluation in Public Health.
Familiarity with the American Evaluation Association’s Guiding Principles for Evaluators.
Familiarity with the Guide to Community Preventive Services and Public Health Accreditation Board (PHAB) framework.
Ability to manage tasks and deliverables, build relationships, with collaborators, and customers while working at a distance.
