ACTFL has an immediate opening for a Manager, Quality Assurance and Certification Programs. The QA Manager will be responsible for ensuring the quality of ACTFL’s overall assessment program and maintain Tester/Rater Reliability for ACTFL Assessments, including the OPI (ACTFL rating protocol), AAPPL, OPIc, and WPT. This position reports directly to the Director of Professional Learning and Certification.
Maintain a regular norming schedule for the ACTFL OPI testers and ACTFL OPIc, AAPPL, and WPT raters. May also conduct and facilitate norming sessions
Serve as test adjudicator/rater, conducting QA reviews, resolving rating disputes, and directing rating reviews when necessary
Monitor rater/tester performance and analyzes data for patterns
Develop and implements tester/rater support based on patterns of performance and implement proactive methods for ensuring the maintenance of ACTFL standards for testing/rating
Coordinate quality assurance councils for each human-rated ACTFL assessment which provide language-specific QA oversight and mentoring for ACTFL testers/raters
Curate and maintains assessment materials inventory (e.g., samples, grids, rationales, rubrics, etc.) to be used for workshops, normings, and other readiness activities
Participate in Quality Control item assessment reviews with the assessment department
Address tester and rater queries as well as general questions from Language Testing International and the public
Manage budget for the QA and certification programs, monitor expenditures with adherence to the annual budget, invoice clients for services rendered, receive, verify, and process consultant invoices, co-develop annual budget
Oversee certification and re-certification processes & requirements for AAPPL, OPIc, WPT Raters, and OPI Testers.
Monitor ACTFL testing/rating capacity, recruiting highly qualified candidates when necessary
Coordinate with Workshops Program and LTI to create a seamless transition from tester/rater training to certification.
With coordinators’ assistance, develop and manage certification, re-certification, and “refresher” content and requirements to ensure a high-quality tester/rater pool.
Oversee the work of the Certification Coordinator, setting performance goals and monitoring performance, providing feedback, coaching, and mentoring
Participate in the annual ACTFL Convention
Represent ACTFL at meetings and conferences, making presentations on Center-related topics
Perform all other duties as may be needed
Education and Experience:
A. or equivalent degree in language education, applied linguistics, testing and assessment, world language, or related field
Minimum of 5 years of experience in relevant language proficiency-oriented field
Experience and comfort working in online and blended teaching, learning, training environments required
Language teaching and test development experience preferred
Excellent writing and proofreading skills
Excellent communication skills, a people-friendly attitude, and an upbeat, cheerful demeanor
Strong organization, planning, and time management skills
Ability to work collaboratively, cooperatively, and collegially in a results-oriented environment
Meticulous attention to detail
Proficiency with Microsoft Office programs, statistical analysis programs (SPSS and Facets preferred), and familiarity with Learning Management Systems, and Smartsheet
Due to the unique situation surrounding COVID-19, the QA Manager will initially work-from-home. After ACTFL's office reopens (target fall-2021), staff may return to the office on a staggered schedule.
