The National Alcohol Beverage Control Association (NABCA), located in Alexandria, VA, was founded in 1938 and is the national trade association representing the political jurisdictions that directly control the distribution and sale of beverage alcohol within their borders. NABCA has an immediate opening for an Alcohol Policy and Legal Research Analyst to assist the Sr. VP, Public Policy/Communications and the Sr. VP/General Counsel in providing research support for NABCA’s regulatory policy, research, communications goals and legal affairs. The Alcohol Policy and Legal Research Analyst identifies and tracks new and emerging legislative, regulatory and legal issues, analyzes new and proposed regulations, and monitors external research and policy developments for NABCA. The Regulatory and Alcohol Policy and Legal Research Analyst reports to the Sr. VP, Public Policy/Communications and may report to NABCA’s SVP/General Counsel for directed legal matters. Duties: Proactively and systematically monitors pending legislation, analyzes issues and identifies implications at the federal, state and local levels that impact control jurisdictions, members, general public, etc. Conducts legislative research and drafts memos detailing implications on a regular basis. Performs basic and advanced research to educate Association members and others about topics that may also be relevant to the public. Regularly analyzes complex research data, translates findings, and develops reports that can be easily understood by a variety of audiences. Writes papers, reports and research summaries on alcohol policy and regulatory issues for internal and external audiences. Manages project and task timelines to ensure that production and distribution deadlines are met. Writes summaries of selected articles and reports pertaining to topics identified through literature searches on an ongoing basis. Conducts literature searches in national and international publications to identify articles, reports and other pertinent information that will inform and support research projects. Maintains an organized repository of literature searches and shares research data with staff, media (where appropriate), NABCA members and other relevant audiences. Researches, organizes and distributes Legislative Update and Safety Literature reports to targeted groups. Researches and distributes news articles of interest to NABCA members, conducts surveys, administers questionnaires, researches policy issues, etc. Uses a variety of software tools and databases to accomplish research and dissemination tasks including assembling data, formatting charts, graphic displays, tables, etc. Organizes and indexes research data so it is easily found. Conducts surveys on various topics and compiles results as requested by staff, members and others. Coordinates and participates in monthly and quarterly conference calls and assists as liaison with Regulatory and Communications committees. Represents NABCA at seminars, conferences and other events. Serves as a presenter or panelist for selected panels/workshops as requested. Assists the SVP/General Counsel in planning and executing the Annual Legal Symposium; serves as the primary point of contact to ensure that Continuing Legal Education (CLE) applications are processed with state CLE authorities. Assists the SVP, General Counsel and SVP, PP/C in legal research. Assists the General Counsel by researching, organizing and disseminating Legal Updates to members and others on a regular basis. Assists the SVP, General Counsel in conducting legal research. Uses appropriate legal research methods to analyze and develop written materials. Disseminates relevant federal and state case law information and researches the scope and probable consequences of regulatory changes to NABCA staff and membership. Keeps management updated on notable or significant regulatory trends that impact membership practices and operations. Performs special projects as requested. |
